In 1994, nobody believed the budget could be balanced as quickly as it was. In 1992 the Bush administration had predicted increasing deficits during the 1990's.

The fast paced economic growth which started after the 1993 DRA was implemented took everyone by surprise, especially the Republicans who had declared it would lead to recession.
