The wealthiest 1% were the principal beneficiaries of the 1980's policies which led to the debt. Instead of a tax cut, the surplus should be used to pay off the debt.

Common sense dictates that principal on the debt needs to be paid down. This has only happened in 2 years out of the last 40.
