The Governor of Texas WAS a democrat prior to G W Bush being elected, but Rick Perry, Bush's Lt. Governor, and present Governor, is a Republican, and always has been throughout his entire political career. Any way, as you say, the Governor has no real executive powers. The harsh treatment of prisoners has been a fact in Texas for many decades, and will not likely be changed in the near future. Horror of horrors, Texas believes that those who are convicted of breaking laws, are prisoners, and not distinguished guests of the state.
