thx for pointing out this difference. So what you are proposing is a model similar to the proposed dereg. of the public railway system in Europe ? I mean the UK model where there is Railtrack and separate transport companies who just pay a fee for usage of the "network"

Well I would conclude that such a model may create a real incentive to mass deploy a PON/FTTH architecture, even more if there are decreasing cost issues over time associated with it.
