There is no crisis a little conservation can't do away with. Energy use is now down.
Instead of the patently stupid solution of having the state of CA waste the surplus it had accumulated over many years buying expensive power so it could sell it much more cheaply to the public and then jawboning the public to conserve, Davis could have just let the price of electricity float to the level needed to pay for it. You would have seen conservation faster and on a larger scale than anything that has happened yet.

But that rise in the cost of electricity very likely would have meant that Davis would not be re-elected governor next year. And that would mean he would not get the Democratic nomination for President in 2004.

So Davis basically bankrupted the CA state treasury to satisfy his political ambitions.
