Derek, Same here in Canada. All the health care unions have received 2% more than inflation for the past 25 years. Doctors want more $$ and the patient base is aging.
The root of the problem is the money peeople want for their services. They want too much and so we hire fewer of them. We also train too few doctors as the doctors limt the production of doctors to avoid price competition.
We have all manner of crooked schemes between pharmacies and doctors that skate the egde of fraud...For example.
My mother is 85 and in an elder care facility.
On her monthly bill I found 6 presciriptions for over the counter vitamins and other things. each one ws filled by the pharmaacist hired by the home for $9.95.
Whats more bottles of 100 vitamin pills($4.99/bottle) were split so that 30 days worth was on one prescription so the drugs? were $1.50 a month and the fee was $9.95 per month and the home charged a 15% admin fee on all this. About $150 a month in this kind of fraud on all oldsters soon adds up.

Everyone in the health loop thinks their job is life/death and they want $30 per hour or they strike for it, and they do.

Bill
