PCCW/Telstra's Reach has to clear regulatory hurdles for Singapore FBO licence

Pacific Century CyberWorks Ltd and Telstra Corp's
IP backbone joint-venture, Reach Ltd, needs to meet certain regulatory
requirements before it can be granted a facilities-based operator (FBO) licence
by the Infocomm Development Authority of Singapore, a Reach spokeman said.
"It should happen within a week ... the authority has to go through some
paper work," he said.
He could not, however, confirm that the authority will confirm Reach's
application for the FBO licence.
"We will make a formal statement once the authority has made a decision,"
he said.
Earlier today, the Infocomm Development Authority of Singapore confirmed
that it has received an application for a facilities-based operator licence
from Reach, but the authority declined to say when it will decide on the
application.
An FBO in Singapore can deploy any form of telecommunication network,
system or facility to offer telecommunications switching and transmission
capacity and services to existing licenced telecommunication operators,
businesses and consumers.
At present, there are currently 29 licenced FBOs in Singapore.
