LG Telecom, Power Comm and Hanaro Telecom Joining Forces

LG Telecom, Power Comm and Hanaro Telecom are moving swiftly to acquire
IMT2000 business licenses in cdma. According to the industry on 25, LG
Telecom (Chaired by Nam, Yong-sik lg019.co.kr) is in close contact
with Power Comm, Hanaro Telecom and KDDI. The company decided to pursue
a strategic alliance with Power Comm in the area of network facility. The
strategic alliance is aimed at expanding the Power Comm's network that LG
Telecom has been using and this is attracting attention along with privatization
of the Power Comm.

The move between LG Telecom and Power Comm came amid KEPCO's
endeavor to bring together investors who will buy 30% of Power Comm shares
by the end of the month spawning wild speculations.

Power Comm is known to be considering partial equity participation in a
consortium of cdma operators led by LG Telecom. Therefore this scenario can
be possible where LG participates in privatization of Power Comm and Power
Comm participates in the cdma consortium led by LG.

Although the talks of strategic partnership between the two are limited to the
network area, the possibility of Power Comm participating in LG consortium or
LG participating in privatization of Power Comm can not be ruled out at all.

There is also Hanaro Telecom factor. LG Telecom has been opposed to
management participation by Hanaro Telecom but recently it softened its
position trying to embrace Hanaro Telecom.

LG Telecom reportedly offered Hanaro Telecom another alternative that allows
Hanaro to participate in the consortium. It is confirmed that LG Telecom is
contacting KDDI, the 2nd largest mobile communication provider in Japan
pending foreign capital attraction. Recently working-level officials from LG
Telecom visited KDDI and had talks over equity participation and technology
exchanges.

The company is exploring ways to conclude a strategic alliance through
negotiations with KDDI to encompass sales and technology of CDMA IMT2000
not to mention foreign capital inducement. The contacts by LG Telecom with
Power Comm, Hanaro Telecom and KDDI are viewed as an attempt to acquire a
one-left cdma IMT2000 business license.

LG Telecom is showing relented position as the Ministry of Information &
Communication says that it can delay selection of business operators if 3
domestic operators can not form an alliance. The visible outcome regarding
selection of cdma business operators will be available within this week.
