In this piece Wirbel makes the case for a more "direct" form of ownership involvment in the last mile, of those being served. As I recall Frank was promoting such a "vision" for the future some time ago, the BLEC model is sort of a partial evolution to such a possible scenario and I lean towards it too but wasn't able to verbalize it this effectively - He also talks about the consequences, higher up front payments but lower future rates. Exactly ! No free lunch but you as a user DIRECTLY CONTROL YOUR BROADBAND DESTINY !

"Yes, that means end users will have to pay bigger installation fees, but they also should gain the right to recover damages from all the players concerned, up to and including the incumbent facilities owner, for any service outage. To prevent the creation of a digital divide, Congress and state legislatures may have to look at subsidies for poorer neighborhoods-but not the type of subsidies paid directly to incumbents that editor Burstein and others have been complaining about"
