I consider my affecting your thinking on seat belt legislation to be one of my proudest accomplishments. <g>

I think cell phone usage is more like drinking than seat belts. When combined with driving, both are dangerous to ourselves and others.

We don't monitor drivers to see if they have booze breath (although I understand that the technology to do so is used with drivers with previous drunk-driving problems). We only intervene if they are driving erratically. The intervention is not for the drinking but for the erratic driving. We also throw the book at them if they have an accident while driving.

That seems to me to be the most reasonable approach to mobile phones. I would not try to use one while driving unless it was an emergency or unless I was cruising some deserted freeway in Nevada on a bright, clear day. I think we should educate people about driving while phoning like we do about driving while drinking to discourage the activity. We need to make it uncool. And we need the threat that if they do any damage in the process, they won't be treated sympathetically.

I wouldn't outlaw phoning while driving until and unless it's proven to be a greater hazard to others than, say, driving while trying to manage the kids in the back seat or driving while changing a CD.
