GV, When Osha took over INTC he raised the long-term rating not the near-term rating. Also, he was likely going out of his way to try to get on INTC's good side with his above-consensus revenue estimates.

Here's what I wrote about Osha on the early version of my former site. From 2/23/99:

Merrill's surprises with semiconductor analyst announcement
*Kurlak's assistant Joe Osha named as his replacement
*We believe that he is not up to the level of other street analysts
*We view his track record as very mixed: inconsistent ratings, poor followup
*In the past, he expressed anti-Intel, anti-Micron views in agreement with Kurlak
*We get more info from his quotes in the press than his reports
*Morgan Stanley and others will continue to provide research leadership in this category
*In the past few years, ML has initially gone with an internal replacement, but then hired a ranked analyst from a competitor
*The bottom line: Joe needs to get ranked
