IMHO, it is both.

I am not suggesting that IA64 did not have some momentum going for it (McKinley being on time and Hammer slipping helped Intel immensely). But the momentum was far too feeble. Look at it this way. There are 4 heavy metal guys in the US - Compaq, HP, IBM, and Sun.

Of these Compaq's platforms were based on Alpha (number crunching - scientific, and database) and MIPS (NonStop - finanacial and database). Itanium was just a hedge without any distinct target market

HP had parallel PA and IA-64 programs. Also, given Intel/HP partnership development agreement Intel wouldn't make much money off of HP anyway.

IBM has been pushing Power for everything and Intanium was a hedge without any distinct market.

Sun obviously is not in Intel camp.

In essence there was no one pushing Intel's Itanium based servers whole heartedly.

Now, Compaq is 100% behind Itanium. The first major player pushing Itanium based systems on purpose. For me that is a turning point and a dramaatic one at that - in the sense that it also helped shut out AMD at its best ally.
