I don't have exact numbers, but I thought they owned shares of each other, more or less proportional. As I understand it, this is designed to help circumvent hostile takeover attempts. The 2:1 relationship has held fairly constant for quite awhile, so evidently, the market feels this is an appropriate valuation. On another score, CWQ seems to maintain a value at about 20%-25% of BEA. They have smaller proportional interests, but less shares outstanding and some other property holdings. Still, it seems to trade almost entirely on Turner Valley at this moment in time.
