The article still doesn't answer my question. Do the fiber networks meter the data sent or do they just lease out the fiber space?

I do own and am enthusiastic about ARCC, which is being called a Business Local Exchange Carrier.

I think 10 years out fiber into home or office will be the norm. And with IP phones the Bells could be having problems.
