Crossy- Oh I see. And I do agree with what you write. ILECs would have stalled with or without Act because of canibilizaion of business revenues. ILECs soak business at the expense of consumer.

I pointed out that the intent of the Act of 96 was not so much to speed up broadband deployment (or at least it just didn't do it)....the ACt as I see it is a pathway to a competitive broadband future.

But it didn't work. The local loop competitors have been, for all intents and purposes, killed. Now the Act only hinders broadband rollouts. Hinders ILECs and MSOs and even the LD players for that matter. 10,000 rules to keep them from just getting out there and betting the farm. They aren't going to bet the farm with so many in congress/FCC beating up on them constantly with a hickory switch.

....the PTTs may have stalled initially but the public scrutiny is enormous - so they started deploying DSL even where cable modem competition did not yet exist (p.e. Germany). And unmetered access is gaining popularity here, too

I sure hope so! Not knowing the details of how the European governments think (but I could guess you are correct), I can't comment on why broadband is rolling out. But you sure wouldn't know it from the way the DSL equipment companies that play right into the German space are doing. Take ECIL for instance. It's been slaughtered and I thought it was the biggest DSL player in the German market after it took over from Orkit.
