JGoren, as recent newspaper articles have noted, if the reauction was nullified, and if any of the successful bidders had already paid at least a portion of the cost of their spectrum, then they are entitled to a return of their money. That is the only thing I noted when I wrote that the bidders have a claim against the FCC. And that is precisely why the FCC is now wondering where it's going to find the money to cover the costs of this mess.
