There are a good many things a didn't like about Clinton's foreign policy, and his handling of Russia was one of them.

That said, it doesn't answer the fact that the Cold War ended on George Bush's watch, and he didn't even seem to notice it publically. He never even made a speech!

As for Clinton, you could say in his defense that with the opportunies of 1991-92 already blown, he had to handle the various messes he inherited from President "foreign policy genius" George Bush, Russia, Bosnia and Somalia included.
