I believe the quality of health care would decrease dramatically because the most talented doctors would more and more stay outside the system and we would end up with a two-tiered monstrosity.


We have such a two-tiered system in Medicare -- Medicare + Medicap private insurance. People have been living with this system pretty well, or they were before Medicare's reimbursements were cut unreasonably in 1997. A two-tiered system that provides affordable access to basic care for everbody would be a big improvement over what we have now.
