Hold time is the time a data signal has to be stable after the clock edge in order to be sure that it's value is correctly saved in a memory element such as a latch or flip-flop. Designers normally regard zero hold time as the goal. Negative hold time simply means that it is OK for the data to change a short time before the clock edge, the previously stable value will still be stored.
