If "they" decide we are not anyone, and "they" can get a society to agree, than legally we will not be anyone. Whether we are actually anyone or not, doesn't really concern a relativist like myself. That is the nature of societies. That is the nature of man. Whether you like it or not, we make decisions like that in all societies, we always have and we always will. The fact that you may not like some decisions, does not alter that they are made, that they are made in all sorts of various ways, and that people seem to be able to deal with that.
