Below 2GHz 0.8GHz is important (that is 800MHz for those
confused with three finger systems)

But GSM 1.8GHz is very close to GPRS/WCDMA at 2.1GHz,
awfully close in terms of masts and rooftops.

Except if one forgets all the other cells and hierarchical
is just another unknown word and concept.
