in re VIA and P4chipset

Remember NSM? After NSM purchased Cyrix, NSM claimed that they too could produce a PII uP. Did NSM ever produce any chips?

Intellectual Property, i.e. patents and trade secrets, are a hurdle to producing anything. However, even if VIA has such, can they engineer a chipset?
