Yes.

Maybe someone from Germany has a different perspective.

I don't. My parents (*1937) have a good memory of the Marshall Plan and CARE packages. Poverty was extreme after WW II. Germans living in the US or British zone considered themselves to be lucky. The French one was so-so. The Russian zone was feared, of course, many people escaped to western zones.

Anti-American feelings only started to rise during Vietnam times, but that has become history, too. Currently the USA are in vogue again. Many employees try to arrange at least a temporary stay in the USA, some never return. Heck, even I take part in a Green Card Lottery every year:
