Sand, yes banks will raise rates in anticipation of a lowering of rates. . . .so that they can then advertise how they lowered rates along with the FED. . . placing them back about where they started. If mortgage companies were keeping step with the FED we would have 4% mortgages by now. It isn't going to happen. Banks are simply too greedy. They know what the market will bear and are milking this thing for every nickle of profit that they can. . . .without increasing the slightest risk, of course.

What does it take to make the banks lower mortgage rates?

Disinterest by the public.
