The fact that Mr. Softie employs illegal predatory business practices has been ruled and remains exactly that - a fact. Coming up with an appropriate and meaningful remedy is challenging. This is by no means the first time they have been found guilty of such, yet prior remedies have failed to, uh, reform them. I suspect that will remain the case as long as Microsoft operates by "it's easier to get forgiveness than permission.
