I've read the CRTC report and from my quick take see it as positive in all regards. There's a time element included that says, "6 months is a reasonable estimate of the maximum time that should elapse between the date of a completed application and the availability of the service." It goes on to provide for a maximum of 3 mos. for virtual co-location. Cross-connects are also allowed as is the right to re-sell, though not to sub-lease --- this, a bit beyond my ken. At any rate, it looks as though the commission has plugged some holes at the outset.

Now, let's hope BCTel can proceed with their promised September roll-out. Hong Kong is saying "full launch" in October, with limited availability in September. How do you think they'll decide who's actually first to market???? Considering how many companies are first and best at everything they do, I guess it shouldn't be too hard. :)
