I didn't say it doesn't occur; I said it is silly for an entity (government, society, etc) to determine who is and who is not someone.

If it occurs naturally, particularly with some regularity, which it does, it can't be silly. It might be inappropriate or unfortunate or foolish or dangerous or whatever, but it can't be silly. It exists, so we recognize it. Society has lots of mechanisms for sorting out who is "us" and who is not. We wouldn't have any social order without it. Denying that humans do that doesn't change things. What is, is.
