Diana, that article hit it right on the button. We typically have the cheapest gas in the country here in Tulsa, OK for a couple of reasons. First, the largest retailer in the state is an independent, QuikTrip stores, who buys from any number of different refineries here. Secondly, a lot of product pipelines go through here, so we can get product from local refiners, or from the Gulf Coast, or other places. This creates a competitive situation.
Leaky tanks can cause real problems for the independent stations. However, I have never heard of it actually causing a problem unless the leak is of major proportions. But, it may be a much bigger problem in CA.
The root cause of all problems in CA is too many people. Any time the population density gets beyond the critical mass the social and environmental problems grow exponentially. Now that I have identified the problem, it is up to someone else to identify the solution<ggg>.
