Norton rescue boot disk does not make CD-ROM drive available.

I tested my newly updated Norton rescue boot disk and it sees the C: drive but not the CD-ROM drive. There is no code for the CD-ROM in Norton's config.sys on the floppy.

Suppose my HD crashed and I replaced it with a new one, then booted with Norton rescue. I would be unable to transfer Win98 to the new C: drive because I could not access the CD-ROM drive.

Could PW and others comment on this scenario?
