The bios are taken care of long before the machine ever looks for an operating system. After the beep is the point that it look for the loading device. Normal is Floppy Cdrive CDRom. This sequence is set with the bios & may not be changable. Ask if he set the system switch when he formated the disk. (eg. Format c: /s) if you don't use the switch it will not boot from that drive. It would help if you could get a more definitive discription of his problem & the steps he took to get there.
