I have another option approval suggestion;

After filling out the application with the appropriate risk boxes checked, write a letter detailing your understanding of options, detail what you plan to do with the appropriate approvals, and reiterate your understanding of the risk.

If you still get no where. Change brokers. Brown and Co will let you do almost anything. From the very beginning with a $15,000 deposit and the right application boxes checked. From day one. Naked Calls, Sell Puts, Create spreads, just whatever.
