If China and MOT got unfair licenses, why hasn't the ITU moved against Q? Why isn't anyone pressing to move against Q at the ITU?

I suspect that it has to do with reasons why one party legally gets a favorable license whereas another legally gets to buy full boat.

Do you know what fair and non-discriminatory means?
