An interesting point at the Nokia thread: The lower license fees to the Chinese may bring claims that Q is not fairly and non-discriminatorily issuing licenses, and result in problems at the ITU. I can't imagine that a company as astute as Q would make such a boneheaded move but I haven't seen the issue adequately discussed anywhere.
