As the title suggests, did Siemens state that .."It Will Not Pay Qualcomm for China Mobile Standard"..?

"Siemens should not have to pay a fee to the San Diego, California-based company for using a standard known as time division synchronous code division multiple access, or TD-SCDMA, said Lothar Pauly, the head of Siemens' mobile phone division.

"We are struggling with Qualcomm,'' Pauly said.

Sounds to me, upon second reading, that Siemens is complaining that they're going to have to pay royalties on TD-SCDMA...... if they want a 3G cdma license.

Would it have made as juicy a story for the author if it had been titled - correctly titled:

.."Siemens Feels That It Shouldn't Have To Pay Qualcomm for China Mobile Standard"..?
