Fall >>>>The reason is the existence of a genuine trade-off between these mutually exclusive objectives

The trade off was real in the past as little surplus or much less surplus of goods was available and massive armies were required. In America today the manufacturing technology is so efficient and in that monies go toward advancing technology of war that make it even more efficient and this advances many technologies that have direct application to making an economy even more efficient.

The trade off is also still true in backward countries like China and the Russia

I feel that more investment in defense leads to more butter for all over giving away the butter now. Giving away the butter leads to more dependence and the need to give away more butter and more butter and more an more poverty.
