OK...Cut New York City off from the nation, tow it out to sea and make it a Cuba-like peoples' republic (or just sink it-I don't care.) and the popular vote goes overwhelmingly to Bush.

Not that that necessarily is what should be done, but remember, the Electoral College was written into the constitution to keep feverish and greedy city "factions" from dictating to the rest of us. It worked well in 2000.

Move all the Social Security retirees to a handful of states and you limit the intrinsic conflict of interest that results from letting them keep the franchise. There's a lot of left wing New York living in South Florida, so you have the conservative panhandle to balance them out. Perhaps it's time for Florida to put a cap on retirees, and shift new ones to Arizona, Nevada, etc.
