Talked to J.R. Budke today, Inside Wall Street,

This is what he had to say "quote
I'm not aware of any new shares being issued yet. MIOA wants to
increase the shares authorized. My greatest concern is if management
has any intentions of issuing shares to foreign investors vis Reg S are
or a "kinfolk" thereof. Ask the company. If they won't say they won't
than avoid the stock. If the company has grown up and have become
decent it may have a great chance. I'll up-date in my letter. JR"
