My impression of the ONT VP4 codec was that it was digitized film, not video, running somewhat slower than 24fps producing the herky jerky effect. The herky jerky is always there, but the rate is very constant throughout and it affects the entire image. It's especially notable during camera pans. It gives perfect stills punctuated by intermittent jerks.
