instability - a civil war or terrorist act means instability. Accountable to its people should mean accountable to its criminals.

Is not the current communist system nothing more than political organized crime with politicos willing to permit reforms so long as their own priviledged place in the system is not threatened?

You should know best how Las Vegas was born and becomes a money making machine. To my surprise, all the gangster activities in Macau and Hong Kong are pretty much under control after taken-over.
