Anyone who is versed in the English language can read the sentence and come up with the same result whether it is one sentence or two. If you can't read the English language correctly, don't try to interpret the constitution.

One sentence: A well-regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.

Two sentences: A well-regulated militia is necessary to the security of a free state. The right of the people to keep and bear arms shall not be infringed.

If the framers wanted your interpretation, they would have written: A well-regulated militia necessary to the security of a free state shall have the right to keep and bear arms.

And for your information, the possessive its does not have the same meaning as the contraction it's (it is), so be careful about your accusations unless you are able to practice what you preach.

Anyone who thinks these matters are not tied is ignorant of the English language at least.
