I agree that the numbers of homeless increased greatly when people where released from institutions. But it is also true that a number of people who are homeless now find it more difficult to find housing because of building codes. It's similar to the problem that can be created with minimum wages. Sometimes instead of causing wages to go higher it just causes people to get fired or not hired. Aahhhhh but its the collective opinion that is the driving one, not one person's. Yes but the one person's opinion is right. <g>
