In 1996, I did not reach the third of my 3 tier prices and had cash when the move up started in November. I made some purchases on that November day, but I still had cash left.

In 1998, I was fully invested and watched my portfolio value reach 75% of my investment before it started up. I have never bought all the AMAT and NVLS that I planned to. I was fortunate in being able to move that money into LRCX and ASYT which did very well from '98 to '00.
