Absolutely. If you picked up an analysis of American politics written by a member of the Democratic (or Republican) National Committee, wouldn't you assume it was a biased account?

Anything written by a white person about race represets a vested interest and does not count as independent.

Anything written by a black person, ditto.

Not automatically, though one must certainly suspect. If either person were a member of a political group which held the superiority of one race as a fundamental doctrine, certainly their writings on the subject would not be independent.

Look at it this way. If you saw a book on comparative religion, written by a Catholic, or a Jew, you might suspect that the contents were biased to some extent toward one faith. If the author were a priest, or a Rabbi, the suspicion would be much stronger.

Use common sense. It helps.
