I know that Amtelco had to pay $30K to test one telephone switching board to pass all of the requirements of the EU for EU standards (both phone and electrical). About the same was required for FCC Class B (suitable for home use). Just think of how much testing a server box with all the possible configurations might cost.

Some of the telephone requirements were directly opposed to others. Like some were written for Siemens and others for Alcatel, etc. Siemens pass with flying colors those that originate in Germany, but fail for those in France. Both were grandfathered into the EU standards. I suppose that was no different here where most of the standards were written by AT&T (mostly because they served those markets). I do think that at least they were self consistent and many manufacturers have little trouble complying with them.
