Let's take a couple of these at a time.

1. Can I ask who Henrietta Bowman is? And what is the link for this article?

In the first paragraph...."Delegations in Vienna agreed on 2 March 2001 on a legally binding Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition… the Protocol will provide an international law enforcement mechanism… it includes articles establishing internationally recognized standards and provisions regarding marking, record-keeping and import/export control of firearms."

On the UN Web site. Ok. When I quoted the UN web site, I gave you links to the specific text. Is it too much too expect the same?

It doesn't make any difference what was proposed. Many people/States propose lots of things at the UN. Iraq makes lot's of proposals at the UN, so what? What's important is: which [if any] of the proposals were agreed to. Which proposals were agreed to?

Please cite references.

So? Are you trying to highlight the last paragraph of this AP article.....

Delegates are expected to adopt a program of action, which is not legally binding, to curb and ultimately eliminate illegal trafficking in assault rifles and other small arms and light weapons that have become the weapons of choice in many internal conflicts around the world.

Let's take a look at the dates that appear in these articles...

Henrietta' letter, dated 11 July 2001.
Her reference to the Vienna delegation on 2 Mar 2001
the AP wire dated 5 Jul 2001.
and the link : un.org
I provided yesterday, 10 Jul 2001.

While you're looking for the text that Henrietta refers to, we'll take it at face value. But prior to writing that article, she would have had access to the AP wire of 5 July and the UN web site, which specifically contradicts her reference to the Vienna delegation in March. Both of these sources of information are more recent than what she chooses to focus on.

Interesting isn't it? Henrietta chooses to completely ignore more recent information for the preparation of her open letter. Not even the slightest mention that more recently available information contradicts her assertion. Nor does she ever indicate which proposals if any were ever adopted.

Is this what you call more thorough research? Or is this a prime example of selective research?

Let's see if we can make it through these two before we proceed to the next ones.
