Yes, but unfortunately, if the SS Trust fund were regarded as a third party investing in T-Bills, the SS revenue would then have to be counted as an increase in Federal debt, not as a decrease in Federal debt as is presently done. And then, hey presto! the Federal surplus would disappear, and the rationale for Bush's tax cut would vanish along with it. So this administration is no more likely than the last to give an honest accounting.
