Should be negative for Rite Aid:

"Eric Weissenstein/Paul Heldman - Medicare: President Bush will unveil a set of
Medicare principles today that includes a program that would give seniors a
pharmacy discount card to purchase drugs at a discounted rate. The discount
program would be run by pharmacy benefit managers (PBMs) and would be enacted
through regulation, meaning it would not require congressional action. Such a
program was opposed last year by retail pharmacies because much of the savings
are likely to come from discounts negotiated at the pharmacy level and decreased
dispensing fees. It would be potentially negative for retail pharmacy chains
such as Walgreens (WAG 33)² and CVS (CVS 39)²."
