GAO. Right. Thanks for coming to the rescue of my senior moment. I used to get their blue covered publication of all their reports, and they would send me, free, any I asked for. They were uniformly excellent.

But let me offer another possible explanation of what you're observing. / What you see may be, to a large extent, just the typical behavior of any service provider, they talk about the services they provide.

I don't disagree, but I was talking about the mindset which got them there in the first place. I mean, people who are terrified by the sight of bugs don't normally go into pest control. The people who train for these jobs (getting degrees in planning and social work) are choosing to do that work long before they get hired in any specific agency. So it's not just that this is the menu they are provided with -- it's that they CHOSE to study for, apply for, and take a job in a place where this is the menu. Their biases are built in to the simple fact that they're in that position.
