Dear John:

Well for FCC Class B it is a higher harder standard to meet. Second a CompactPCI slot has both a front and rear board plus all of the cables are included during testing. The inclusion of the chassis was required for the test, so the shipping was much higher and the tests more detailed (upper cable attached, lower cable attached, both attached, and neither attached required more testing. Board in left slot, board in right slot, etc., further complicates matters. Perhaps they were more through than the lab you used for testing (especially for EM output over the ranges to be tested).
