Don't you see the difference between "is regarded as" and "is"?

The religious pretend that their laws are absolute and immutable - they regard them as absolute and immutable - because they could not otherwise maintain the pretense that these laws come from God. How they manage to maintain this pretence in the face of constant change is beyond me, but that is beside the point.

Religious laws are regarded as absolute and immutable. They are in fact nothing of the kind, but they are still perceived - regarded - as such, at least by the religious.

When you say "regarded as", you speak of perception, not of truth. I'm sure you realize that they are in no way the same thing.
